Baller: Broadband Champion and Economic Advocate

James Baller has long championed the link between broadband deployment and local economic development. His work earned him multiple lifetime achievement honors and left a lasting imprint on policy and practice.

James ‘Jim’ Baller, a longtime friend of the Broadband Communities Summit, was honored with the Lifetime Achievement Award at the Broadband Communities Awards this year, recognizing decades of advocacy for connectivity in communities. Since retiring as a telecommunications partner from Keller & Heckman last year, he has continued to shape policy and project outcomes through his broad, future-focused view of broadband as an engine for economic development.

In addition to the Broadband Communities honor, Baller received the Institute for Local Self-Reliance’s Lifetime Achievement Award last year, and earned the Fiber Broadband Association (FBA) Star Award in 2024, along with the Vanguard Award from the Iowa Association of Municipal Utilities in 2025. The FBA praised him for a “lifetime of steadfast leadership, expert guidance, and unfailing optimism” that helped drive “the success and widespread availability of community fiber broadband networks.”

Throughout his career, Baller has framed broadband as a unifying force for economic development, a mission that transcends political divides. He notes that the focus has expanded to include areas like education, health care, public safety, transportation, environmental protection, and energy, all of which intersect with access to robust, affordable broadband. “These other areas of interest have come to be recognized as also being intimately related to access to affordable, robust broadband,” he said.

Looking forward, he sees a familiar challenge: closing stubborn access gaps in communities left behind as the United States goes digital. He believes many communities will push to be on the leading edge, echoing the early days of electrification. “History seems to be constantly repeating,” Baller noted, suggesting a continued demand for leadership and innovation at the policy and project levels.

Reflecting on his influence, Baller expresses gratitude for the policy-level conversations he has helped shape and the many projects that have worked, which he hopes have inspired others in the broadband space.
